Slash Big-Ship Bunker Fuel Sulfur to 0.1%: U.S. EPA
U.S. EPA on Nov. 29 issued an advanced notice of proposed rulemaking (ANPRM) that would, if adopted, require ocean ships with big “Category 3” diesel engines operating near pollution-sensitive ports to convert to a maximum 0.1% sulfur (1,000-ppm) gasoil/diesel fuel rather than the high-sulfur bunker residual fuel typically used today.
The proposal is “largely based on a proposal submitted by the U.S. government to the 11th meeting of the Subcommittee on Bulk Liquids and Gases at the International Maritime Organization [IMO] held in April 2007,” EPA said.

EU Parliament Environment: Non-Road ULSD by 2009, not 2011
The European Parliament Environment Committee on Nov. 27 voted to approve legislation accelerating 10-ppm sulfur ULSD limits for non-road vehicles and inland vessels to Dec. 31, 2009 rather than the Dec. 31, 2011 deadline proposed by the European Commission.

UOP Wins 2nd ‘Green Diesel’ Deal: Portugal’s Galp Energia
Honeywell’s UOP division last week announced that Portugal’s largest refiner, Galp Energia, will use the UOP/Eni “Ecofining” technology to produce “green diesel” fuel from vegetable oils in a new hydroprocessing unit.
Galp follows in the footsteps of Eni, which co-developed the technology with UOP. Eni is installing an “Ecofining” unit at its facility in Livorno, Italy.

Colombia Converts Public Transport to ULSD in 2010; Nationwide in 2013
Colombia’s government announced this week that state-owned Ecopetrol has agreed to convert the entire nation’s diesel supply to 50-ppm sulfur ULSD standards by 2013.
Public transport buses in Colombia’s major cities will get the ultra-low-sulfur diesel fuel three years early, in 2010, as suggested in legislation that passed the House of Representatives only days earlier (see Diesel Fuel News 11/19/07).

U.S. ULSD Retailer Compliance Greatly Improves: Survey
U.S. diesel fuel retailers are indeed improving their compliance with both labeling and content of ultra-low sulfur diesel (ULSD) fuel, the latest retail survey for U.S. EPA shows.

As Engine Load Increases, Biodiesel NOx Problem Worsens: U.S. EPA
Chicago – U.S. EPA found in an updated investigation and re-examination of earlier studies that biodiesel does indeed cause higher nitrogen oxides (NOx) emissions, especially as engine load increases.
NOx is by far the toughest emission to control from a diesel engine, hence the news on biodiesel looks especially bad.

Cummins Mulling Urea-SCR for ‘Final’ Tier-4 Non-Road Limits
While Cummins has decided against using urea-selective catalytic reduction (SCR) for “interim” U.S. EPA Tier-4 non-road diesel emissions limits starting in 2011, it’s possible that SCR might make a comeback for “final” Tier 4 limits three years later.
That’s what Cummins global off-highway communications director Kevan Browne explained.

Petrobras Confirms 2009 ULSD Plan, Slams Lack of Euro-4 Vehicles
Having earlier been slammed by Brasilian state governments for “tardy” introduction of ULSD fuel (see Diesel Fuel News 11/5/07), Petrobras last week confirmed that it will offer limited amounts of 50-ppm sulfur diesel (Euro-4 ULSD) in major cities by early 2009.

Neste Unveils Plans for Huge ‘NExBTL’ Plant in Singapore
Finland-based Neste, developer of “NExBTL” refinery hydrotreated “renewable diesel” technology, last week announced it will build an 800,000 tons/year biofuel plant in Singapore.
The plant will be the largest facility producing renewable ultra-low sulfur diesel (ULSD) anywhere.

U.S. ULSD Imports, Stocks, Production Jump in Latest EIA Survey
U.S. imports of ultra-low sulfur diesel (ULSD) increased radically from the week of Nov. 9. to Nov. 16 before falling again during the final week of Nov. 23, according to the latest data from the U.S. Energy Information Administration (EIA).

India Supreme Court Mulling Ban on New Diesel Cars in Delhi
India’s federal government is under orders from the Supreme Court to produce a report recommending how to stop growing pollution from skyrocketing sales of diesel passenger cars.
According to a report from Hindustan Times, a report by Environment Protection Control Authority (EPCA) found that air pollution in Delhi is on the rise because of a huge and growing surge of diesel car sales.

Clean-Diesel Urea-SCR Market Seen Booming: JM to Open 2 Plants
Exhaust catalyst giant Johnson Matthey (JM) last week announced it’s building a 5 million units/year plant including selective catalytic reduction (SCR) catalysts in Macedonia (for Europe) and a 1 million units/year SCR plant in Pennsylvania (for North America).
Both plants will come on-line by end-2009.

Mitsubishi Unveils ‘RA’ Diesel Sports Car at 2008 Detroit Auto Show
Mitsubishi next month will unveil at the 2008 Detroit Auto Show what it calls the ‘RA’ concept diesel car for North American market.
The car features “a new high-efficiency, low-emissions 2.2-liter 4-cylinder DOHC 16-valve turbodiesel engine with MIVEC*6 continuously variable valve timing control,” the company said last week.

‘Hybrid’ EGR System Could Enable Bin-5 Diesels without Aftertreatment
Detroit – Tucked away in a “poster” booth at U.S. Dept. of Energy’s Diesel Engine Efficiency & Emissions Research (DEER) 2007 conference here this summer was a technology developer with a scheme that could go a long way toward making clean-diesel cars more cost-competitive.
The technology: a “hybrid” exhaust gas recirculation (EGR) scheme that, according to developer BorgWarner, could enable compliance with U.S. EPA’s super-tough Tier-2, Bin-5 emissions limits, while avoiding costly exhaust aftertreatment.
