Refiners Likely to Back-Off Gasoline, Boost Diesel Thanks to U.S. Energy Bill
Refiners both within and outside the U.S. are likely to cut gasoline production capacity and instead boost diesel/gasoil capacity thanks to the 36 billion gallon “renewable fuel” mandate and the 40% increase in vehicle corporate average fuel economy (CAFÉ) standards in the new energy bill signed by U.S. President George Bush last month.

U.S. EPA’s ULSD ‘Pre-Compliance’ Report Shows Production Boost Coming
Refiners and importers eyeing ultra-low sulfur diesel (ULSD of up-to 15-ppm sulfur) for the U.S. non-road market starting in 2010 indicate they’re planning to boost production, according to a just-released U.S. EPA annual survey.

Light-Duty Diesel Demand Growth: Biggest Outside W. Europe
Automotive industry analyst J.D. Power on Jan. 16 unveiled a new study showing that light-duty diesel demand growth in Eastern Europe, Asia and North America soon will surpass diesel car growth in Western Europe.

Diesel Now Nearly 40% of China’s Refined Product Output
Tremendous growth in diesel demand has led China’s refiners to achieve a nearly 40% diesel share of all refined product output, according to a new study.
In 2007, “the proportion of diesel oil continued increasing,” whereas 90-octane gasoline continues to withdraw from the market, according to the study by Beijing-based CCID Consulting.

Honduras Rejects Chavez Diesel Scheme, Political Interference
The Honduran Congress this month overwhelmingly voted to reject the politically-inspired discount diesel deals offered by Venezuelan President Hugo Chavez.
According to a report from Notimex news agency (Mexico) quoting Liberal Party spokesman Jose Simon Azcona, “we agreed to an overwhelming 'no' to Petrocaribe.”

EU Parliament Urges Delay, Weakening of Vehicle CO2 Proposal
The European Parliament on January 15 voted 607-76 for a non-binding resolution that would delay proposed European Commission vehicle CO2 limits to 2015 rather than 2012, and only impose a 125 grams/kilometer CO2 limit instead of 120 g/km.

Greens Rip U.S. EPA Delays on Diesel Locomotive/Marine Rule
U.S. green group Environmental Defense last week criticized U.S. EPA for delays in issuing a diesel locomotive/marine emissions rule, which was supposed to have been finalized more than a year ago.
“The adverse health consequences include 1400 premature deaths, 3000 heart attacks, and 24,000 asthma attacks,” Environmental Defense said.

U.S. imports and stocks of ultra-low sulfur diesel (ULSD) both increased, while production fell for the period of Dec. 28, 2007 to Jan. 11, 2008 according to the latest data from the U.S. Energy Information Administration (EIA).

German Automakers See Diesel ‘Blitz’ Hitting U.S., Despite Economic Winds
Germany’s automaker association (VDA) at Detroit auto show this week predicted that U.S. diesel light vehicle sales will soon hit 1 million units and eventually capture 15% of U.S. light-duty sales, by around 2015.
According to Matthias Wissmann, VDA President, “premium” segment sales and diesels are the key to German penetration of North American car market.

Toyota Bringing Diesel Pickups, PHEV Fleet Tests to U.S. by 2010
Toyota at Detroit auto show last week finally confirmed plans to introduce diesel-powered light vehicles to the North American market in the next couple of years.
In a Detroit press conference, Toyota president Katsuaki Watanabe said that “a new clean diesel V8 engine will be offered in both the Tundra [pickup] and Sequoia [SUV] in the near future,” with 2010 seen as the likely target date for U.S. introduction of Toyota diesel-powered pickups and sport-utility vehicles (SUVs).

BMW Shows Off 2 Clean-Diesels for N. American Market
BMW at Detroit auto show this month showed-off its two new clean-diesel vehicles debuting in the North American market in fall of 2008.
Both vehicles, the “X5 xDrive35d” and the “335d” employ urea-selective catalytic reduction (SCR) technology to achieve super-tough U.S. EPA Tier-2, Bin-5 tailpipe nitrogen oxides (NOx) limits.

Khosla Venture-Capital Cash Backing 100-MPG Cars, ‘Revolutionary’ Injector
Internet venture-capital wizard Vinod Khosla’s company last week announced at Detroit auto show two potentially game-changing automotive investments: one in start-up engine company EcoMotors, and another in fuel-injector developer Transonic Combustion.
Both moves aim to accelerate commercialization of high-efficiency diesel, gasoline or biofuels vehicle engines touted as capable of achieving 100 miles/gallon by 2011.
