Obama Signs Tax Bill into Law; Key Energy Incentives Extended
On Friday, December 17, U.S. President Barack Obama signed into law H.R. 4853, the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, which includes within it a number of key energy tax incentives, including the ethanol and biodiesel tax credits.

Legislation Encourages Development of Domestic Advanced Biofuels
A newly introduced bill will authorize the U.S. Department of Defense (DOD) to continue its leading role in helping to commercialize next generation biofuels, the Biotechnology Industry Organization (BIO) noted December 20.

Engine Products Group Challenges EPA’s E15 Waiver
On December 20, the newly formed Engine Products Group (EPG) filed a petition challenging the Environmental Protection Agency’s (EPA) decision to grant a partial waiver approving the sale of gasoline containing 15% ethanol (E15) for 2007 model year and newer passenger cars and light trucks.

NPRA Concerned About Court Decision on EPA RFS Rule
On December 21, in a unanimous opinion by Judge Rogers, from the U.S. District Court of Appeals for the District of Columbia, the petition by National Petrochemical Refiners Association (NPRA) and the American Petroleum Institute challenging the Renewable Fuel Standard (RFS2) was denied in full.

Presidential Commission on Bioethics Calls for Enhanced Federal Oversight in Synthetic Biology
A new report from the Presidential Commission for the Study of Bioethical Issues, “New Directions: The Ethics of Synthetic Biology and Emerging Technologies,” released December 16, has identified the risks and benefits of pioneering research that could lead to new vaccines, drugs and biofuels.

EPA Proposes Deferring Deadline for GHG Reporting
The U.S. Environmental Protection Agency (EPA) announced December 20 that it is proposing actions under the greenhouse gas (GHG) reporting program to address issues about the public availability of certain data that some businesses may consider to be confidential. EPA is soliciting comments from stakeholders seeking more specific information about claims of business sensitivity regarding inputs to emissions equations and proposing to defer the deadline for reporting that data until March 2014.

NPRA, Others Ask EPA for More Time to Comment on E15 Regulations
The National Petrochemical & Refiners Association and 23 other organizations on December 16 asked the U.S. Environmental Protection Agency (EPA) to allow an additional 60 days for public comment on proposed regulations designed to prevent misfueling with gasoline containing 15% ethanol (E15).

The U.S. Midwest Governors Association (MGA) unveiled a new policy paper December 18 that pushes various schemes for achieving a regional or U.S. national “low carbon fuel policy” (LCFP), which could force more oil refiners and importers to reduce the “carbon intensity” of diesel and gasoline motor fuels below 2005 levels.

California Passes Cap-and-Trade Program
The California Air Resources Board (CARB) announced December 16 that it has endorsed cap-and-trade regulation under its AB 32 law that is designed to reduce the state’s greenhouse gas (GHG) emissions. CARB said that the new regulation will “drive the development of green jobs and set the state on track to a clean energy future.”

Scientists at Cornell University are playing a major role in a consortium of researchers led by Cellana, an algal biofuel research company based in Kailua Kona, Hawaii, to develop biofuels from algae, thanks to a US$9 million award from the U.S. Department of Energy (DOE), the university announced December 14.

UOP LLC, a Honeywell company, announced on December 16 that it has been awarded the American Institute of Chemical Engineers (AIChE) 2010 Sustainable Energy Award for its work on biofuels process technology.

Canadian Government Highlights Commitment to Renewable Fuels
On behalf of Canada's Environment Minister, on December 15 John Baird, Gerry Ritz, Minister of Agriculture and Agri-Food and Minister for the Canadian Wheat Board, highlighted the Canadian government’s commitment to renewable fuels. Federal regulations requiring 5% renewable fuel content in gasoline went into effect December 15.

EOP Biodiesel Declares Insolvency
On December 14, German biodiesel producer EOP Biodiesel AG filed an application for insolvency proceedings with the local court of Neuruppin. According to the company, the filing was a result of failed negotiations between the company and banks issuing credit to EOP to extend working capital financing facilities.

Waste CO2 Pipeline from Ethanol Plant Approved
The European Commission on December 14 authorized under EU state aid rules a total of €5 million (US$6.59 million) in investment aid for a pipeline to be built that will transport waste carbon dioxide (CO2) from an ethanol plant in Rotterdam to greenhouses in the Zuidplaspolder, the lowest part of Western Europe located in The Netherlands.

The European Commission announced December 14 that it has authorized under EU state aid rules a grant of SEK222 million (US$32.53 million) that will go to Sweden’s Gothenburg Biofuels Gasification (GoBiGas) research and development (R&D) project.

Intertek announced December 15 that it has opened the new Bilbao Technology Centre (BTC) laboratory in Spain. The new facility has more than 2,000 square meters of laboratory space and expands the company’s analytical testing capabilities in traditional fuels and biofuels, including biodiesel, bioethanol, biomass and biogas, according to the company announcement.

New Generation Biofuels Holdings, Inc. (NGBF) announced December 10 that it is moving off NASDAQ and will have its shares quoted on the OTCQB marketplace. NGBF further announced December 15 that it has signed a contract with the city of Baltimore to conduct a Phase 2 evaluation program of the company’s proprietary biofuel for use in institutional boilers over a one year period.
