Two Algal Biofuel Projects among Six Awarded US$106 Million to Convert Captured CO2 Emissions into Useful Products
U.S. Energy Secretary Steven Chu announced July 22 the selections of six projects that aim to find ways of converting captured carbon dioxide (CO2) emissions from industrial sources into useful products such as fuel, plastics, cement and fertilizers. The projects with be funded with US$106 million from the American Recovery and Reinvestment Act, matched with $156 million in private cost-share.

Petrobras Orders Curtiss Wright Delayed Coking Unheading Technology
On July 13, Curtiss-Wright Corp. released an announcement of an order for 12 top and bottom DeltaGuard delayed coker unheading systems for the Petrobras Abreu e Lima refinery in Pernambuco, Brazil. Including these, the company has sold 461 DeltaGuard systems to operators around the globe.

NAMBO: Iowa Questions Hyperion’s South Dakota Refinery
Environmental regulators in the state of Iowa have contacted those of their neighboring state of South Dakota about cross-border pollution concerns that may one day emanate from Hyperion Refining LLC’s planned grassroots refinery located just a few miles from the shared border, according to a July 15 report by The Des Moines Register. This is exactly the issue put forth by the U.S. Environmental Protection Agency in its recent Proposed Transport Rule which paradoxically does not include the state of South Dakota within its purview. Will the environmentalist lexicon soon include “NAMBO” (not along my border) along with its long-used “NIMBY” acronym (not in my back yard)?

Essar Oil of India has reportedly completed a second round of debt financing to fund a US$1.7 billion expansion project at its Jamnagar refinery that will raise production by 25% to 375,000 barrels per day by next year, according to this July 13 report by The Economic Times. Jamnagar also hosts the recently expanded Reliance Industries mega-refining complex now capable of running more than 1 million barrels per day of light or heavy crude through a remarkably flexible and productive complex, as company officials told Hart Energy recently.

The Cherry Point refinery owned and operated by BP is expected to undergo a 2 year, $300 million construction effort to boost clean diesel production, according to a July 19 report by Knight Ridder / Tribune. The permitting process has already begun for the diesel/hydrogen unit at the refinery, according to company spokesman Mike Abendhoff who is referenced in the report.

A Chinese official is reportedly disputing energy use statistics as “unreliable,” referring to data compiled by the International Energy Agency showing it became the world’s largest energy consumer in 2009 as reported by the Associated Press on July 20. But Hart Energy found that data within the BP’s Statistical Review of World Energy 2010 also shows that China’s energy use surpassed that of the U.S.A. by 86 basis points in 2009.

Picking up on a theme featured in the July 15 issue of Hart Energy’s Refinery Tracker, we see further evidence of a broad-based secular upswing in the petroleum marketing segment of the downstream industry. A new study of domestic U.S. petroleum marketing presents data showing “retail gasoline operators enjoyed their best January-to-June period for gross margins in this century,” according to a report by VerticalNews.com covering the Oil Price Information Service (OPIS) study. And the report notes a number of interested private equity buyers and acquisitive retail marketers that want in on the action along with several operators likely to benefit from the current trends.
