Ecopetrol Launches ULSD, Low-Sulfur Gasoline Production

Ecopetrol officials announced September 9 that a US$1.02 billion hydrotreating plant at its Barrancabermeja, Colombia, refinery is now complete, with low-sulfur gasoline (300 parts per million sulfur [ppm]) and ultra-low sulfur diesel (Euro-4, 50 ppm sulfur) now being produced.

Valero Restarts Hydrocracker Expansion at Port Arthur, Texas

Work has resumed at the hydrocracking unit expansion at Valero Energy Corp.’s Port Arthur Refinery in Texas, Hart Energy learned on September 9 from Valero spokesperson Bill Day. The company spokesperson confirmed local media reports of the construction start there and added another into the mix. “We do plan to construct 50,000 barrel per day hydrocrackers at our Port Arthur (Texas) and St. Charles (Louisiana) refineries,” Day told us.

Global Partners Completes Purchase of ExxonMobil-Operated Gas Stations

Publicly traded Global Partners LP, one of the U.S. East Coast's largest wholesale fuels distributors announced, on September 8 the closure of its purchase of Mobil-branded retail gas stations and supply rights in Massachusetts, New Hampshire and Rhode Island. Included in the deal are 148 dealer-operated Mobil stations along with gasoline and diesel supply rights for an additional 31 Mobil stations owned and operated by independent Mobil dealers in the same states.

Science Applications International Corporation (SAIC) officials announced September 8 that their Benham division won a US$27 million contract from Holly Corp. in support of a diesel hydrotreater revamp project and a piping connection project at Holly refining facilities in Oklahoma City and Tulsa, Okla.

Enbridge to Build Pipeline, Terminal to Service Husky Energy’s Oilsands Project

On September 7, Enbridge Inc. announced an agreement to provide pipeline and terminaling services to the proposed Sunrise Oilsands Project (the "Sunrise Project") operated by Husky Energy Corp, Enbridge will construct the new “Hartley” originating terminal at the Sunrise Project, additional tankage at the existing Enbridge Cheecham terminal, and a 66-mile, 24-inch diameter pipeline connecting the two.

India's in Oil & Natural Gas Corporation (ONGC) may reap billions in its imminent float to the public, according to company officials quoted in a September 3 Bloomberg report. The company's Chairman and Managing Director, R. S. Sharma, told reporters that “The 5% sale can raise about 145 billion rupees ($3.1 billion) at current prices” and could break a record as India’s largest initial public offering, according to the report.

Valero Energy Corp., the largest independent refiner in the U.S., filed a company presentation at the U.S. Securities Exchange Commission that gave an update on its 2011 capital expenditure plans. Valero noted that more than 80% of the company's products are gasoline and diesel fuel.

Massive Enbridge Crude Line Resumes Canadian Oil Deliveries to U.S. Refiners

Enbridge Energy Partners, L.P. announced on September 17 that their Line 6A crude oil pipeline was safely returned to normal service that morning. Canadian crude and feedstocks began flowing to U.S. refiners through the repaired pipeline at approximately 9:50 a.m. central time, according to the announcement. This quick return to service after just eight days of outage is a welcome relief for crude oil markets and refiners roiled by another regional pipeline outage since July with no end in sight.

Grace Wins U.S. Funding For Biofuels Technology Development

W. R. Grace & Company announced on September 10 that they have been selected to receive up to US$3.3 million from the U.S. Department of Energy to evaluate and develop advanced biofuel technology with greater compatibility with existing fuels infrastructure. The funding is part of DOE's biofuels commercialization strategy. Grace will work with the DOE's Pacific Northwest National Laboratory in the development efforts.

‘Mega-Refineries’ In China May Shutter Neighboring Refineries

According to a September 6 report from the Philippine Daily Inquirer, the Philippine's Energy Secretary Jose Rene D. Almendras told a House Energy committee that one of the nation's two operating petroleum refineries may close within four years as Chinese “mega-refineries” start up in the near term. Almendras also cited concerns for refineries in other nearby countries like Singapore. A more economically viable option may include shipping Philippine crude to Chinese refineries and then re-importing the finished refined products into the nation.

The U.S. Department of Energy (DOE) released its monthly Short-Term Energy Outlook publication on September 8, 2010. Revisions within the report reflect updated expectations for economic activity, with forecasted U.S. real gross domestic product (GDP) growth of 2.8% in 2010 and 2.3% in 2011, down from the previous Outlook’s growth projections of 3.1% and 2.7% for 2010 and 2011, respectively.
